Tiffany M. Bailey is the Munger, Tolles & Olson Staff Attorney at the ACLU of Southern California. She works on policing and criminal justice issues, with a particular focus on gang databases, civilian oversight, gang injunctions, and access to police misconduct records.
Tiffany was previously an Arthur Liman Fellow for the Economic Justice Project at the ACLU of Southern California, where she worked on litigation that challenged the criminalization of the unhoused community.
Tiffany graduated from Yale Law School. She clerked on the Supreme Court of California for Justice Leondra R. Kruger and the United States Court of Appeals for the Ninth Circuit for Judge Marsha S. Berzon.
